System for Control of Measuring Devices (SKIU)
This is a project supporting Bulgarian government’s initiative to curtail excise fraud by implementing a data collection system that gathers real-time production data from major excise producers and traders (oil refineries, oil traders, wine plants, etc.). The project involves:
- Consult on bylaws, ordinances and other legal basis
- Design the specifications of an industrial computer to interface to production line sensors in real time; in collaboration and consultation with all major excise traders in Bulgaria
- Design security procedures (IT and physical) ensuring authenticity, continuous operation, data resilience, non-tampering
- Development of software for the industrial computer that gathers sensor data, stores it in a resilient way and transmits it periodically
- Design and development of central server data gathering system at BCA
SKIU system architecture is divided into several sub-systems:
- National reporting system for taking down readings of measuring devices in warehouses.
- System for data transmission between the the system and IKU Customs Agency.
- Integrated communication device (IKU) used to collect and normalize data from different sensors. Sensors and other equipment necessary for industrial automation, whereby IKU will collect data.
- Automated system for management of the technological process of each economic operator.
