Project PHARE BG 2006/018-164.06.01"Technical assistance for creating an overall concept, needs analysis, technical documentation and specifications, participation in tender evaluation for a Common Monitoring System for project BG 2006/018-343.01.02 Improving the status and integration of ethnic minorities with special focus on Roma".

The project's goal is to help Directorate Ethnic and Demographic Issues (DEDI) within the Administration of the Council of Ministers and the Project Implementation Unit (PIU) in preparations for the creation, development and deployment of a Common Monitoring System (CMS, also called OSIN) for the monitoring of the execution results of programs and programs and various aspects of the social and economic status of disadvantaged minorities with a special focus on Roma, in order to supply information to the creation and implementation of policies. Project beneficiaries include DEDI, Ministry of regional development and public works (including the Agency for geodesy and cadastre), Ministry of education and science, Ministry of health, Ministry of labor and social policy (including the State agency for child protection, Social security agency, Labor agency), Ministry of internal affairs, and non-government organizations. As part of the project Sirma Solutions successfully completed the following:

• Creation of OSIN Conception, including the mechanisms to store and process data, software and hardware needs, system characteristics, system administration and maintenance, security and protection of information.
• Creation of a needs analysis and analysis of the existing information systems in all beneficiaries and related structures, on the horizontal and vertical level: national, regional, local; as well as their relationships.
• Preparation of a qualitative and quantitative needs analysis regarding the creation and deployment of OSIN, including technical, organizational and legal. Specification of the common requirements for the development, deployment and maintenance of OSIN, including all related software and hardware solutions for the system and networking. These requirements are the basis for detailed design, implementation, deployment and maintenance of the system.
• Creation of complete technical documentation as part of the tender dossier for executing public procurement procedures as follows: Terms of reference (Technical specification) for a project to develop and maintain OSIN valued at 2,600,000 EUR and Technical documentation for a project to deliver hardware equipment for system deployment, valued at 150,000 EUR.
